I am very happy to welcome Pu N Biren Singh, Hon’ble Chief Minister, Hon’ble Ministers (by name), Chairmen, Parliament Secretaries, MLAs, Hon’ble MDCs, Chief Secretary and all Officials who are accompanying the Hon’ble Chief Minister on this very important visit to Churachandpur today.
At the outset, I must thank Pu N. Biren Singh for his immediate initiatives to restore normalcy in Churachandpur by resolving the long pending issue of the agitation of the tribal people of the state against the then 3 Bills which resulted in the lost of 9 precious lives. With his vision for the welfare of the hill people and healing touch, the new Government headed by him had brought about a resolution so that the dead bodies of 9 martyrs could be laid to rest with full honours after more than 600 days .
Under the dynamic leadership of Pu N. Biren Singh, our state government has taken up many new initiatives that has been widely appreciated. The Hills People’s Day on the 10th of every month has opened up the highest office of the State Government to the farthest Hillman of the State; in a way that is both far reaching in impact and close to the heart of the people. The new Government’s action oriented “Go to the Hills” approach has also broken the hitherto concept of the people of the state that the State Government was always Imphal-centric or Vallley-based. The fact that the first Cabinet meeting outside the State Captial was held in Churachandpur on the 14thJuly,
2017 stands a visible witness to the commitment of our new Government to be as much attached to the Hills even as we are unavoidably based in the State Capital. The focus that our new Government had taken up to address the needs of the Hills on top priority and the resultant work that has already started as well as those that are planned or being planned now or in the future will definitely show to the world that the new Government led by Pu Biren Singh, is a sincere Govt, committed to the Hills of Manipur, not just in words but as much in actions as it is for the rest of the State.
While I can go on with the efforts of the New Government for the welfare of the people of the State, particularly the hills, I would leave that for Pu N. Biren Singh, Hon’ble CM, Manipur, to make his statements and announcements, and would prefer to draw the attention of the Hon’ble CM to some of the important needs of Churachandpur town:
1. Churachandpur town is the second most populous town in Manipur and growing at a fast pace, with new localities mushrooming over the last decades, but there is lack of basic civic amenities in terms of road connectivity, proper water supply, education and health care facilities. Many of the new villages are located across the Khuga River making it essential to construct at least 3 new bridges over the Khuga (Tuitha)
i)ZenhangLamka to Tuithapi – Mualvaiphei-Saidan,
ii) New Lamka – Sim veng to Saikot,
iii) Tualnuam to Tuikham
As on today, almost all the roads within Churachandpur Town are in extremely deplorable condition, full of pot-holes and without proper drainage. Some of the roads like Chura- Sugnu road, locally known as Rengkai Road, is entirely muddy during rains and totally dusty on dry days. So, there is an urgent need to repair and reconstruct the roads including drainage system of Churachandpur Town to make them fit for use by the people.
Widening of the Imphal – Churachandpur Road section of NH-150 (Tiddim Road) : The Ministry of Surface Road transport, Govt of India had approved widening of NH150 (Tiddim Road) from Imphal –Moirang to a 4 lane. Considering the volume of the traffic plying on this Highway, it is an imperative need to extend the already approved proposal from Moirang upto Churachandpur to 4 lane.
The Water Supply system in the town had become stagnant and is unable to supply water to most of the people residing in the town. It needs to be revamped totally to meet the demand of not only the present population, but also to cater to the expanding need of the town, looking forward to the future.
Opening of Manipur University Campus at Churachandpur: The need for the opening Manipur University campus at Churachandpur has been a long time aspiration of the people of Churachandpur District. In this context, it needs to be highlighted that the number of students from Churachandpur District pursuing Post Graduate studies is very high, while many are not able to pursue the same due to the socio – economic reasons. Establishing Manipur University Campus at Churachandpur will go a long way in meeting the needs of such students, as well as making Manipur University more accessible and broadening its reach.
Establisbment of CHC at New Lamka and Setting Up of Medical College at Churachandpur :The existing Healthcare facilities, especially the District Hospital, could not meet the health care demand of the population due to heavy number of OPD patients and shortage of beds for In- patients. Upgrading the existing New Lamka PHSC to CHC will go a long way in improving the health care facilities of the district.
With the setting of JNIMS in Imphal, the long felt need of the people of the State to have a State Medical College of our own has been met. The people of Churachandpur District aspire for setting up of Medical College in the district. Our new Govt need to take a concrete action to realize the hopes and aspirations of our people by taking up this issue on mission mode.
2.Construction of SDO Churachandpur and ZEO Chuarchandpur Office buildings and Completion of FCI Godown at Tualnuam, Churachandpur and making it functional : During the huge protest in 2015 against the 3 Bills, the Office buildings of the SDO Churachandpur and ZEO Churachandpur were burnt down. There is an urgent need to re-construct them, as these are key offices that are essential for the welfare of the people of the District. Construction of FCI go-down at Tualnuam, has been lying incomplete for many years. Necessary measures for completion may kindly be taken up immediately, so that FCI can transport and stock essential food-grains meant for the people of Churachandpur District directly at the go-down
3. Renovation/Reconstruction of Inspection Bungalow : Renovation/ reconstruction of the old Inspection Bungalow at Headquarters Veng will be of immense benefit to the Officials coming to Churachandpur from in and outside Manipur, as it is most suitable for short-stay or lodging of visiting dignitaries.
4. New TD Blocks: The Lanva TD block and New Lamka TD block buildings were constructed but are lying unutilized; neccessary post creation, as required, and posting of Officials may be affected at the earliest, so that the people may get the benefit of these TD Blocks.
5. Construction of Railway Ring Network connecting Imphal to Churachandpur : The Jiribam- Tupul- Imphal railway project, that was launched by the Prime Minsiter in 2004 is nearing completion. Bringing in the railways to Imphal alone or taking it forward to Moreh alone will be under- utilizing the benefits of the railway project. We need to plan forward to spread its utility. I would like to propose that the Hon’ble CM may kindly cause for extending the railway connectivity upto Churachandpur district, so that, the benefits of railway network, especially transportation of food-grains and other essential items may be enjoyed by the people of the district
The needs of the people of Churachandpur District will be endless, as it will be for all other Districts,but I would like to restrict myself to the above mentioned key proposals, which, if taken up immediately by the State Govt., will go a long way in solving many of the problems faced by the people here. On behalf of the people of this District, I seek the kind consideration of the Hon’ble CM to take up these very important works for the welfare of our people.
The visit of Pu N Biren Singh today, along with his Council of Ministers and other Dignitaries gives us a unique opportunity to highlight and flag the important issues faced by the people of Churachandpur, and to convey our sincere and heartfelt gratitude for his concerned outlook towards our needs.
